Many smaller communities that were once considered rural but are now in the path of development have little or no infrastructure to provide water and wastewater service to their expanding populations. These communities have historically relied on individual wells and on site septic systems to meet their water supply and wastewater disposal needs. Compounding the problem, regulations governing the disposal of wastewater have become more strict and regulatory authorities are now demanding that treated water be disposed within the aquifer where it originated.
